Do I pay anything to access the catalog or API token?

No seat fee. Catalog access, /go links, reports, wallet, and Partner API tokens are included on Free after you verify a site and accept Program Terms.

Can the share rate change?

Yes. Feedico may update the default Program share. Your Partner Settings shows the rate that applies to new matched commissions. Material Program rule changes are covered in the Managed Partner Terms.
